    Check also Quote Roller – http://www.quoteroller.com. It incorporates all features that previously mentioned tools have and even more. Besides that it has a fee plan.

    Also check out Osmosis – it has an emphasis on product start-up questionnaires to help with requirement gathering early in the process (https://www.getosmosis.com).

    Check out Proposify: http://proposify.biz/ It has more of an emphasis on design and layout making it ideal for design/marketing agencies. It also has the features other proposal tools have like metrics and electronic signatures.
